Hargeisa: In an unexpected encounter in Hargeisa, Somaliland, Pakistani journalist and civil society advocate Abdul Rafay Afzal crossed paths with Michael Higgins Jr., son of Irish President Michael D. Higgins, and former British diplomat Cat Evans. The informal exchange, led to a thoughtful conversation around shared global concerns and shifting world dynamics.
The three found themselves in the region at the same time on separate visits, and a chance meeting led to what Afzal later described as a
“frank, grounded conversation between people with different experiences but similar concerns about where the world is headed.”
Exchange of Ideas Across Continents
Though not part of any official agenda or diplomatic engagement, the discussion touched on a range of issues, including:
-
The challenges of climate insecurity in fragile regions
-
The global rise of disinformation and polarization
-
The importance of youth voices and civic engagement
-
Questions around state legitimacy and recognition, particularly relevant in the Somaliland context
Cat Evans, known for her diplomatic service in conflict zones including Mali, Pakistan, and Afghanistan, reflected on her experiences with governance in transitional societies. Michael Higgins Jr., who has previously voiced independent views on international policy, shared his thoughts on inclusive diplomacy and the role of ethics in foreign affairs.
Afzal, known for his writing and youth advocacy in Pakistan, contributed a South Asian perspective — focusing on how global narratives often marginalize voices from the Global South, and the need for more equitable dialogue.
“It wasn’t a meeting with an agenda. It was just a shared moment to talk, and listen — something we need more of,” Afzal said in a brief comment.
Somaliland: A Quiet Backdrop
The setting of Hargeisa, the capital of Somaliland — a self-governing region not officially recognized internationally — served as an unspoken context for discussions around identity, sovereignty, and global diplomacy. All three participants acknowledged Somaliland’s quiet stability and the openness of its people to dialogue.
A Meaningful Coincidence
Though the meeting was unplanned and informal, it served as a reminder of how valuable conversations can emerge outside of formal conferences or diplomatic settings.
“There’s value in these unexpected exchanges,” one observer noted. “Sometimes, meaningful dialogue happens precisely when it’s not scheduled.”
No joint statements or commitments were made, and all three individuals have since continued their respective work in the region and beyond.
