News Desk: The President of the Republic of Singapore, in accordance with the Constitution, has approved key judicial appointments to the Supreme Court.
Reappointment to the Court of Appeal
Justice Steven Chong Horng Siong (庄泓翔) will be reappointed as Justice of the Court of Appeal for a period of one year, effective 23 September 2025, under Article 95(2) of the Constitution.
Justice Chong has had a distinguished legal and judicial career. He was first appointed as Judicial Commissioner in October 2009, and as High Court Judge in June 2010. He subsequently served as Attorney-General from 2012 to 2014 before returning to the Bench. In April 2017, he was appointed as Judge of Appeal, now titled Justice of the Court of Appeal, and was last reappointed in September 2022 for a three-year term.
Justice Chong is a leading authority in areas such as finance, banking, securities, complex commercial litigation, shipping, insurance, arbitration, and trust law. He chairs several key legal committees including the Admiralty Court Users’ Committee and the Specialist Accreditation Scheme for Shipping Law, and is Vice-President of the Singapore Academy of Law. Internationally, he has served as an Expert Member of the China International Commercial Court under China’s Supreme People’s Court since 2020.
Appointment of Judges of the High Court
Pursuant to Article 95(1) of the Constitution, the President has also appointed the following Judicial Commissioners as Judges of the High Court, effective 1 August 2025:

Judicial Commissioner Kristy Tan (陈如燕)
Alex Wong Li Kok was appointed Judicial Commissioner in August 2023. A graduate of Queen Mary, University of London, and called to the Singapore Bar in 1999, he is a seasoned legal practitioner with a strong background in energy, infrastructure, and construction law. He was formerly Office Managing Partner of Hogan Lovells Lee & Lee, and designated a Senior Accredited Specialist in Building and Construction by the Singapore Academy of Law.
As Judicial Commissioner, he has presided over a diverse range of civil matters, including shipbuilding, banking, insolvency, trusts, and arbitration.
Christopher Tan Pheng Wee has served as Judicial Commissioner since October 2023. Holding law degrees from the National University of Singapore and Harvard Law School, his extensive public service career spans roles in the Attorney-General’s Chambers, Monetary Authority of Singapore, and the Judiciary. He previously served as Registrar and Deputy Presiding Judge of the State Courts.
His judicial work has covered commercial disputes, construction, tort claims including medical negligence and defamation, as well as criminal matters.
Kristy Tan was appointed Judicial Commissioner in October 2023. A former Equity Partner at Allen & Gledhill LLP, she joined the Legal Service in 2018 to head the Advocacy Group in the Attorney-General’s Chambers. She was appointed Senior Counsel in January 2021 and also served as Deputy Chief Counsel in the Civil Division.
Her judicial caseload includes civil and commercial litigation, arbitration, insolvency, company, trust, and shipping-related matters.
