Hargeisa: A high-level U.S. delegation led by Ambassador Richard H. Riley and Major General Brian T. Cashman, Commander of AFRICOM (U.S. Africa Command), met with Somaliland’s outgoing President Muse Bihi Abdi and President-elect Abdirahman Mohamed Abdullahi Irro to discuss security and cooperation in the Horn of Africa.

The delegation commended Somaliland for conducting peaceful and democratic elections despite the region’s lack of formal international recognition. Ambassador Riley and General Cashman praised both leaders for their commitment to democratic values and political stability, emphasizing Somaliland’s significant role in the region.

Focus on Strategic Berbera:

A key topic during the discussions was Berbera, a strategically located port city along the Gulf of Aden. Modernized through significant investments by DP World, Berbera has emerged as a critical hub for regional trade and logistics.

AFRICOM’s recurring visits to Berbera’s port and airfield have sparked speculation about a potential U.S. military presence in the area. This interest aligns with provisions in the 2024 National Defense Authorization Act (NDAA) that explore strengthening U.S.-Somaliland partnerships. Analysts suggest this strategy aims to counter Iran and its allies in Yemen, as well as Chinese and Russian influence in the Red Sea and Gulf of Aden.

Strengthening U.S.-Somaliland Relations:

The Somaliland president expressed gratitude for the U.S. delegation’s ongoing support in bolstering security and stability in the region.

“This visit reflects the strengthening relationship between Somaliland and the United States. We look forward to greater collaboration in matters of security and regional stability,” said President Bihi.

The meeting was attended by key Somaliland officials, including Foreign Affairs Minister Dr. Eise Keyd Maxamuud and Internal Affairs Minister Mohamed Kaahin Ahmed, along with senior military and intelligence commanders. The U.S. delegation included senior military officers such as Colonel Carl Benander, Colonel Brian Luti, and Sergeant Major Chadwick Forbes.

Both sides highlighted the importance of continued cooperation to address regional challenges and promote peace in East Africa.

This meeting underscores Somaliland’s growing strategic importance in international security and trade, further cementing its role in stabilizing the volatile Horn of Africa.
